The majority members in the PDL network are public and private (K-12) schools classified as poor rural or inner-city, serving economically disadvantaged communities. Yet, many (relatively) financially strong schools find the quality, innovativeness, and range of PDL services attractive. Institutions of higher education, museums, historic parks, along with art, cultural, and science centers are also a part of the PDL network. They collaborate with the PDL in providing programs and training and to our K-12 school members. Our affiliated partners have a track record of offering high quality, fair cost programs. 

The PDL also has in its network a very limited number of vendors whose products, services, and costs provide exceptional value for our schools. It would be extremely rare for a member school to receive videoconferencing equipment or a web (multi-media) service at a level of quality and low a cost than what our affiliated vendors offer. 

We do not provide a listing of school members to any vendor or marketing agency. We do not provide member schools with a full listing of all members either (due to security concerns); however, we allow any member to broad-cast messages related to the services or programming opportunities they want to share with other members. We do list affiliated (active) partners, particularly those offering virtual field trips and advanced online training for educators. We do allow member schools the option of publicly sharing their contact information plus information on what services they are interested in providing or receiving from other members.

We do reserve the right to reject membership for any entity. We do not seek to enlist members primarily interested in selling, rather than sharing resources or affiliated partners (museums) unable to provide services to ensure the participation of our poor member schools. In nearly all cases, we do not change a membership fee from museums, historic sites, and art centers. We do not change a membership fee to any international school willing to create student and teacher exchange programs.
